About collective impact solutions

Who We Are

Collective Impact Solutions (CIS) is a Technical Assistance Center bridging community and systems to build integrated Systems of Care anchored in a "No Wrong Door" approach—where every entity becomes an entry point for families. We work with schools, cities, counties, community-based organizations, and health plans to co-design solutions with parents, youth, and partners with lived experience, driving sustainable and scalable change.

At the center of our work is the Bridges to Care Respite Center—our direct service arm and Design-to-Implementation Hub where the System of Care and No Wrong Door model is implemented and refined in real time. Through this approach, we build the capacity needed for sustainability, scale, and lasting impact for families and communities.

We don't just consult families—we position them as co-designers, decision-makers, and leaders. Parents and youth with lived experience drive every initiative we launch, from leadership fellowships to cross-sector partnerships to blended funding models that combine Medi-Cal, education dollars, and philanthropy.

Our leader and co-founder

Dr. Rebecca Celes Mendiola, CEO & Co-Founder 25+ Years Transforming Systems From Within and Beyond

Dr. Rebecca Celes Mendiola didn’t just study systems change - she lived it. After more than two decades leading transformation efforts within public systems as an Assistant Superintendent, Director, and Coordinator across multiple school districts, she made a strategic decision: systems change faster when driven from the outside — by someone who deeply understands how systems operate from within.


Dr. Mendiola is the CEO and Co-Founder of Collective Impact Solutions, where she partners with districts, counties, cities, and community organizations to design and implement integrated systems of care through a No Wrong Door approach.


With over 25 years of experience across education, mental health, and systems leadership, she brings deep expertise in aligning systems to improve access and outcomes for children and families.


She is a Co-Founder of the California PBIS Coalition and established the PBIS Technical Assistance Centers in both Santa Clara and San Diego County Offices of Education.


“I spent decades working within government systems. Now I use that insider knowledge to help communities navigate and transform those systems more effectively. The difference is powerful when communities have someone who truly understands how systems work — and how to change them.” 


Our Team

Christina Quitaro Blas, Operations, HR & Executive Support Manager

Christina “Tina” brings over 12 years of experience as a small business owner, grounded in financial management, operations, and organizational support. With a bachelor’s degree in accounting, she launched and successfully grew her business in Hawaiʻi before expanding her work in California, developing deep expertise in managing systems, serving clients, and building sustainable operations.


Her professional experience is complemented by more than a decade of volunteer leadership, grassroots organizing, and hands-on fundraising in support of local schools and community-based organizations.

  • Hands-on fundraising and grassroots organizing experience supporting schools and community initiatives 
  • Operational coordination and executive support experience advancing nonprofit and systems-change work 
  • Longstanding leadership within PTAs and Pacific Islander nonprofit organizations 
  • Military spouse and mother of four, with a strong commitment to strengthening families and school communities 
  • Recipient of the Vista Unified School District Honorary Service Award for dedicated community service

Puri Celes-Mendiola, Project Manager

Puri earned her bachelor’s degree in psychology from California State University San Marcos and is currently pursuing her master’s degree in social work. She brings experience supporting children with autism as a Certified Applied Behavior Technician and is deeply passionate about working with students with disabilities, including neurodivergent learners and students with intellectual and developmental disabilities. 


Puri has been with Collective Impact Solutions for over two years and now serves as Project Manager. She also works as an Instructional Assistant with Vista Unified School District and as a respite worker, grounding her work in direct support for youth and families.
